Fake Learnerships and YES Programmes: How to Check Before You Apply

You saw a Facebook post: “Learnership R4000 stipend, no matric needed, apply on WhatsApp” and now they want R200 or your ID and bank details. That is the trap. You can check it in 10 minutes.

How does this fake learnership scam actually work?

Same playbook from Hogsback to Mthatha:

  1. Advert. Facebook says “Urgent learnerships! R3000-R5000 stipend. No matric. Accommodation.” No company name, no SETA (Sector Education and Training Authority) name, only WhatsApp.

  2. Chat. You message. They reply fast with a stolen logo and a form. “You qualified, act now.” Only WhatsApp.

  3. The ask. “R150 registration” or “R200 SETA fee” or send ID photo, bank card, and proof to “load stipend”.

  4. Silence. After you pay or send docs, they disappear. Or send fake letter with no employer, no provider, no SETA number.

  5. Reuse. Your ID is used for other fraud. Worse than losing R200.

Real learnerships never work on WhatsApp only. See more: how to spot job scams in South Africa.

Why does a R3500 stipend make you say yes too fast?

Scammers set bait at R3500 because it sounds real. When you need taxi from Butterworth to Komani, R4000 feels like relief.

They add “no matric needed” to get more replies. Real programmes without matric do exist – see jobs with no matric and no experience – but real ones still name employer, SETA, and qualification.

A real learnership has a tripartite agreement. Three parties sign: you the learner, the employer, and the accredited provider. It is registered with a SETA and leads to a qualification on SAQA (South African Qualifications Authority). You get a formal contract, not a voice note.

How do you tell a real learnership from a fake one?

Four checks:

  1. Employer? Real names company – Shoprite, Transnet, municipality. Fake says “various companies”.

  2. SETA? Real names its SETA. No SETA name means fake.

  3. Provider? Must be accredited by DHET (Department of Higher Education and Training) and QCTO (Quality Council for Trades and Occupations).

  4. Where listed? Real is on SAYouth.mobi, ESSA (Employment Services of South Africa), or company .co.za site. Not only Facebook and Gmail.

How do you verify the SETA and provider in 10 minutes?

Step 1: Is SETA real? South Africa has 21 only: AGRISETA, BANKSETA, CETA, CHIETA, CATHSSETA, EWSETA, ETDP SETA, FOODBEV, FP&M SETA, HWSETA, INSETA, LGSETA, MERSETA, MICT SETA, MQA, PSETA, SASSETA, SERVICES SETA, TETA, W&RSETA, FASSET. If advert says “SETA approved” without one, stop.

Step 2: Check provider on SETA site. Almost every SETA site ends .org.za, like mict.org.za — AgriSETA is the exception, at agriseta.co.za. Go to Accredited Providers, search name. If it is not there, call the number on the SETA’s own site.

Step 3: Check DHET and QCTO registers for private colleges. If not accredited, cannot offer registered learnership.

Step 4: Check SAYouth.mobi and ESSA. SAYouth.mobi is free and zero-rated, never asks money. ESSA at essa.labour.gov.za is Department of Employment and Labour. Guide: register on SAYouth, ESSA and Harambee.

Step 5: If you are in Cathcart or Makhanda, take screenshot to Labour Centre. They confirm fast.

Gmail for big company is a fail.

What about fake YES programmes?

YES (Youth Employment Service) is real 12-month work for 18-34. Real jobs at yes4youth.co.za.

Scammers copy: “YES R4500 stipend, no interview, WhatsApp”. Real YES employers are listed on yes4youth.co.za. If company not there, not YES.

Real YES never charges fee. National Minimum Wage in 2026 is R30.23 per hour from 1 March 2026, about R5,240 per month on 40-hour week. YES gives written contract with UIF (Unemployment Insurance Fund). If someone in Gqeberha or East London says “pay R200 to secure YES”, walk away.

When should you stop and block the number?

Stop when:

  • Any money asked. Registration, uniform, police clearance – all fake. Real learnerships and YES never charge.
  • No SETA name, no employer name you can Google and call.
  • Gmail only, no website, no .org.za to verify.
  • Pressure: “Pay before 5pm or lose spot in Butterworth” or “Only 2 left in Mthatha”.
  • They want bank PIN, CVV, photo of bank card, or control of banking app.

Real HR in East London or Komani gives you time and landline. Rush is the tool.

Why do smart people fall for this?

Because advert looks professional and need is real. Scammers steal BANKSETA or MERSETA logos. When you applied for months, you want to believe.

They target where you are – Facebook, WhatsApp groups. Youth unemployment makes R3500-R5000 powerful. You are not stupid for clicking. You are targeted because you are searching.

Tired or broke makes you check less. That is normal. Pause 10 minutes. It saves ID.

What should you do if you already paid or sent your ID?

  1. Keep evidence. Screenshot post, chat, number, payment. Do not delete.

  2. Stop contact. Block after saving.

  3. Protect ID. Go to SAPS (South African Police Service) for affidavit that ID was shared in possible scam. Tell bank if banking details shared.

  4. Report. Email SETA they faked – fraud contact on .org.za site. Report to Department of Employment and Labour at Labour Centre or 012 337 1997. Open case at SAPS if money lost. Report Facebook page as scam.

  5. Watch name. If you gave ID and address, check for debts later. Contact NCR (National Credit Regulator) if needed.

Reporting helps next person from Hogsback to Gqeberha.

Frequently asked questions

Do real learnerships ever charge a registration fee?

No. Never. SAYouth.mobi is free and zero-rated. ESSA is free. SETA learnership or YES never asks you to pay to apply or get stipend. Even R100 is their model.

Can a learnership be real if it says no matric needed?

Yes, some are. Some AGRISETA, CETA, or SERVICES SETA learnerships at NQF level 2-3 accept Grade 10 or 11. But they still name SETA, employer, provider, and qualification. Missing those is flag, not “no matric” alone.

How do I check if a YES offer is legit?

Go to yes4youth.co.za, search under Youth. Check company’s careers page. Call HR. Real YES employers are listed and confirm. They give 12-month contract with UIF and never ask cash.

Next step

Next time you see “R4000 learnership – WhatsApp only”, do not send documents. Search provider plus SETA on .org.za and check SAYouth.mobi first. One search saves money and ID.
